摘要
The study aims to analyze practices and challenges superimposed on the implementation of Educational Management in public schools, as the central axis of Brazilian policies, presenting proposals to guarantee democratic and participatory processes. In reflections on the theme, we work with the metaphor of the rose cycle. The discussions are the result of field research, including the use of theoretical research, document analysis and application of semi-structured interviews. The results indicate innumerable challenges experienced in the construction of management processes: absence of community participation, internal conflicts, inexistence of planning and evaluation, lack of autonomy, government charges in external evaluations and lack of articulation of the Pedagogical Political Project with reality, in a context of inefficiencies between the prescriptions of public policies and the school. Undoubtedly, just as the rose needs to be defoliated in order to flower again, Management needs to be reinvented, with parameters that go beyond mere managerialism, to become effective.
