摘要：
In accordance with the influence factors which caused coal-mine fire and explosion disasters, this paper divided coal-mine safety into intrinsic safety and actual safety, determined the quantitative standards of safety indexes of coal seam and put forward the method of matter-element analysis of intrinsic safety in coal-mine, meanwhile, the matter-element model for actual safety analysis of coal-mine is established to evaluate actual safety level of coal-mines.
