On Government's Role in the Development to Port Industry

A port links multiple social relations. The expansion of the range of port governance and the reinforcement of public management, as well as the exploration of development space require re-establishment of the management role of the government. As the public nature of the port resources, port economy and the exclusive nature of the ownership, during the sustainable development of the port industry, the government is not only the unique protector of the national port resources, port rights and interests, but also the main principal of the port environment and port ecological protection; not only the adjustment and control personnel of the port industry, the port economy, but also the formulation and implementation personnel of public policy of port; not only the organizer to build completed port protection system, but also organizers of the masses of people involved in port administration. Government should embody the role of development, but also attach importance to complementary nature of the port economy between the port economic development and sustainable utilization of resources, and the eco-environmental balance, to achieve the symbiotic interaction of port economy, rational utilization of resources and the ecological environment to build a brand new public governance system.
