摘要
Heat and power cogeneration is a mode of production that steam with high-quality made from turbine-generator units is used to generate electricity and steam with low-quality is used to support heat. Thermal power plant can produce heat for central provided heating and also generate electricity to produce power. Thermal power plant construction project risk management means the uncertain influence on construction project goals and production operation management throughout the life cycle which could cause the losses made by uncertain events. In this paper, we combine the theory of the whole life cycle with AMP and gray relational analysis to determine the risk factors and the size of each risk. The whole life cycle is divided into four stages: the available research and planning, design, construction, and operation. Here we set an example of Bao Ding thermal power plant to analyze the risk management and provide some available measurements to tell us how to deal with the risks.
