Measurement analysis on externalities of energy efficiency improvement on existed heating buildings in northern region

摘要
Energy efficiency improvement on existed heating buildings in northern region is a key program to carry out the work of buildings' energy reduction in China, but the significant positive externalities of improving existed heating buildings leads to the existence of "market failure" and a slow space in this field. Based on the externality theory, the author first introduced the concept and classification of the externality of energy efficiency improvement on the existed heating buildings in northern region; then, the author set up the basic process of measurement on the externality, and gave the relevant formula; Finally, the author took Tangshan demonstration undertaking of "China's improvements of existed heat building" project as an example, calculated and analyzed the positive externalities. At the same time, made a conclusion that: Improving existed heating buildings has significant positive externalities. The research findings in this paper would be useful for governments at all levels to make economic incentive policies about energy efficiency improvement of existing heating buildings.
