Statistical analysis of historical evolution of innovation policies in China

The paper explains methods, ideas and data sources of innovation policy statistics based on the survey Of domestic and foreign literature on innovation policies and 289 items of innovation policies selected from policy analysis and study of national promoting independent innovation report, considers innovation policy powers (laws, administrative regulations and departmental rules) and types (fiscal policies, tax policies, financial policies, industrial policies and S&T policies) as basic dimensions, and statistically analyzes historical evolution of innovation policies in China from 1980 to 2005. The analysis shows that 1980-2005 China innovation policies shift from "hard" to "soft", and from high effect grades to low effect grades.
