摘要
Policies play a crucial role in the development of National Economic and Technological Development Zones (NETDZs) in China. This paper scans the NETDZ policies in China from number distributions, departments involved and instruments, and studies policies' continuities, complementarities, absences and crosses. We conclude that: The main contents of NETDZ policies have evolved from initially offering preferential policies, to regulating the development, and to now improving the development level; The NETDZ policies show good continuities and complementarities, but there are policy absences and crosses.
