摘要
Business incubators, served as a bridge between the source of knowledge innovation and high-tech industry, have developed from individual economic organization to pioneering incubator system. This article firstly reviews current situation and trends of research on pioneering incubator system. It then systematically analyzes Growing Plight of high-tech start-ups from resource constraints and capacity deficiency. Finally, hierarchy pioneering incubator system and interactive mode are structured to meet growing demand of high-tech start-ups and reach seamless connection between different incubation links. It is recommended that government officials and incubator managers take account of proposed system in best using of local situations and improving supportive policies of? high-tech start-ups.
