摘要：
This paper presents a novel bidding system on the basis of cloud computing, a frontier network computing. To fully satisfy users' needs, a new set of layers based on cloud computing, which carried a spectrum of services, was created via establishing credible and latest database, anticipating solving existing problems in China, such as information asymmetry, remote evaluation, regulation confusion, etc. and providing scientific services to assist bidding evaluation.
