摘要：
This article addresses the concept of citizen participation and highlights its growing importance throughout the chain of public policy making, from a perspective of participatory democracy. Subsequently, the water problem is discussed as one of the priority issues on the contemporary global agenda and is related to a successful case the Water Funds, as an exercise in collective management and community governance, towards water security through the protection of watersheds
