An Empirical Comparative Research on the Institutionalization-Ability in Innovation between the Eastern and Western Local Government of China

Based on the concept of the institutionalization-ability of local government innovation, the article demonstrates theoretically and empirically that there isn't conspicuous difference in the institutionalization-ability between the East and West government of china. The institutionalization-ability of all regions goes stable to different degrees. But there is difference of the type of innovation between them. As to the content of innovation, we find the developed region prefers the innovation in public domain. A general trend is the shift of innovation content from the private domain to the public.
