Transformation of Human Capital in The Digital Economy

摘要
The digital economy contributes to fundamental transformations of all spheres of human activity, defining a new quality of human capital of the territories. One of the key factors of this kind of transformation is the level of digital literacy of the population, formed by knowledge, skills in the field of digital consumption, digital competencies and digital security. The study of the distribution of ranks, "Index digital literacy" is considered the rating of Federal districts of the Russian Federation and the main trends of territorial differentiation of the integrated administrative-territorial units of the country. Along with the change in the quality of human capital in terms of the development of digital competencies, the demand for it from the labor market is changing. The article considers the key digital competencies, which are an integral part of the professional competencies of modern workforce. Examples of necessary digital skills of certain professions are given. It is established that robotics has a special influence on the formation and development of human capital. This fact is confirmed, including the emergence of new opportunities to overcome the existing biological limitations. However, the active introduction of robots is associated with significant risks. As examples of such risks, the article identifies threats of violation of human rights and freedoms due to hacker attacks, risks of potential unemployment, rising inequality and exclusion of certain categories of citizens from the economy. In the article the perspective directions of the solution of problems of transformation of human potential and social adaptation of the population to challenges of digitalization and robotization of economy among which the active policy in the labor market, support of the income, continuous training and more flexible educational systems are formulated.
