Under the situation of railway investment and financing reform, to promote development of railway should not only play a decisive role of market, but also should analysis railway construction chain and business chain from the perspective of value chain in order to exert the role of government in guidance promoting. Multiple fields of construction of both central and local levels, and use the analysis methodology of GRA to determine the factors affecting the railway transportation industry policy, and study investment, construction, transportation management policy system to improve the railway investment and financing policy, create good environment to promote sustained and healthy development of railway.
