Practical Review on Rural Cooperative Medical System in Western China - Tongliang County

Undoubtly It is the final purpose of the new rural cooperative medical system to meet the increasing medical need of the rural residents. This paper examines the operational problems of the new rural cooperative medical system in Tongliang County from the angle of the medical insurance target the rural residents. After the in-depth interview by using the method of selective and purposive sampling and with the help of qualitative analysis software Nvivo7.0, it is found that some problems such as the inadequate cognition of the new policy, the small proportion of the reimbursement, the poor medical services level and the inconvenient way of the reimbursement still exists. Based on the above problems, some policy implications are brought forward.
