TRANSPORTATION ECONOMIC EFFICIENCY OF CASCADE RESERVOIRS DEVELOPING AND ITS REGIONAL INFLUENCE

Economic developing of downstream basin of Jinshajiang River, southwest China was restricted by its undeveloped transportation even though rich in natural resources. But a going program of cascade hydropower development and channel improvement will change this situation and improve utilization of water resource, the program is to construct four cascade reservoirs, Wudongde, Baihetan, Xiluodu and Xiangjiaba on this channel from 2006 to 2020 for supply electric to east, first batch of turbines in Xiangjiaba started in 2012 and all the turbines were completed in 2013, and whole project of Xiluodu will be completed in 2015. For efficient use of water resource and to expand economic impact of hydraulic projects, in this paper, a combined shipping-ground transport system (CSGTS) was built with integration of channel and existing ground transportation network, forced by water resource integrated regulation and under backgrounds with different developing progress. Based on the CSGTS, this paper analyzed transportation economic benefits and corresponding regional economic growth drive by running of cascade water control projects in different stage respectively, and proposed appropriate shipping development programs based on predictions of several scenarios of economic growth. The analysis gave a dynamic prediction to regional transportation benefits relates with cascade reservoirs developing until 2050. The results show that construction and running of reservoirs can play important role in regional transportation economic of downstream basin of Jinshajiang River, and their effect influenced by scheduling schemes and increasing with the cascade building, after all cascades completion and steady running they will make notable gain for regional economic.
