摘要：

The Council of the International Civil Aviation Organization (ICAO) is scheduled to convene an international conference for Directors General of Civil Aviation on November 10 to 12, 1999 in Montreal, Canada. The conference aims to review the ICAO Safety Oversight Program and consider its expansion to areas other than those affected by technical factors, such as human conduct both on the ground and in the air. Aviation management must consider through regulation, such aspects as cross culture communications in the cockpit and cabin, enhanced automation in the cockpit, and a common policy on crew conduct based on available statistics on disruptive passenger conduct.
