摘要：
Russia is well endowed with wind energy sources. Wind and other renewable energy sources have scientific and technological scope. The have to meet economic, ecological and social goals. Since 1990, the Scientific Council of the Ministry of Science and Technology Policy and the Russian Academy of Sciences had set up a program on "Environmentally Friendly Energy". This program is mainly devoted to work up advanced equipment, reliable and cheap systems for renewable energy utilization particularly wind energy.
