摘要
A review of challenges in development of wind energy in Russia is conducted. Technological challenges, and issues concerning the qualified staff are pointed out. An analysis of wind loading over the Russian territory is carried out, and problems are pointed out regarding the implementation of horizontal-axis wind turbines at low values of the average wind speed over the most part of Russian territory. Schematic and design solutions for these problems are proposed based on the implementation of vertical-axis wind turbines. World experience of staff education in the field of wind energy is analyzed an, based on this experience, the required staff functions are determined. The analysis of staff functions and qualified staff shortages shows that there is no professional standard for a wind energy specialist present, as well as there are no adjacent specialities to temporarily address to for this standard. Procedures to introduce the required staff functions in Russia are proposed within the framework of Rusnano educational projects.
