Land Management Policy Implementation: Top-down and Government-led Model Perspective

摘要
China has established a framework of land management policy since 1978. Howerever, Chinese land management policy find difficulties in implementation. The study suggests that Land policy implementation in china be concluded as a "top-down" and "government-led" model. Both reflect the role of governments and ways of government's action. Under these two models, the efficiency of land expropriation is not too low and this satisfied China's demand of economic rapid development. There are many communication and supervision problems in the process of implementation. These findings provide important implications for further studying the political dimensions of land policy.
