New programme for the socialization of teachers in China's universities

摘要
Three defects exist in the employment system for teachers in China's universities obviously: the competition mechanism can not be fully introduced; waste and shortage of teachers resulting from inefficient disposition of teachers coexist and teachers' teaching, scientific research and knowledge structures can not be improved. It is suggested here the principle "unified advance, overall socialization, rapid construction of corresponding social security system" should be observed; the subordination of teachers be completely broken; unified registration be carried out; post setup and employment modes under contract be adjusted and reformed so as to show encouragement and competitiveness; the conferring of academic titles be empowered to provincial institutions in charge; the examination and assessment of teachers be made according to contribution; assessment and appointment be completely separated and the knock-out and make-up system in the contingent of teachers be perfected.
