Function and Security Building of the Floodplain Areas in the Lower Yellow River

摘要
The beach areas, the main part in downstream channels of the Yellow River, have three functions on flood control with flood evolution, flood retention and sedimentation, especially the function of sedimentation, which could reduce the lifting speed of river bed. By the end of 2003, there are 1.795 million residents living in the beach area with arable land of 3.755 million mu, which would be submerged by over beach flood. The State needs to do something through safety construction to guarantee the residents' life security and important property security. The loss of crop and other things by flood could be compensated through policy to make the residents' living level in beach equaled with the residents' surrounding area.
