A Probe into the Construction of Administrative Ethics Based on the Service-oriented Government

摘要
The construction of the service-oriented government is the goal that the majority of governments in the world seek to achieve in the administrative reform, which is also the goal of our government's administrative reform. The establishment of the service-oriented government will put forward a higher demand for the construction of the government's administrative ethics. Although our government has made some achievements in the construction of the administrative ethics, there still exists some dissatisfaction. This paper attempts to firstly probe into the problems such as the distortion of values, the misuse of public power, the loss of self-value as a result of blindly submitting to the superior and the loss of the administrative honesty, then deeply analyzes the causes to these problems such as the bad cultural and social climates, the imperfect national legal system, the unsound supervising system and habitual thinking of old economic system, and accordingly puts forward the proposals and measures to strengthen the construction of government's administrative ethics (The channels of outside control and inside control), thus promoting the construction of government's administrative ethics.
