摘要
It has been proved by the practice that effective emergency management after a disaster still causes an irreparable loss. The paper explores the difference between risk management and emergency management in tourist destination based on the theory and practice of disaster risk management in tourism destination in China and abroad. Then the paper studies the methodology of establishing disaster risk management framework in particular tourist destination, including the work framework, laws and regulations framework and institutional framework. The paper puts forward a four-in-one tourism risk management framework what was called by TGER DRM, from the aspect of cooperation of tourists, local governments, tourism operating enterprises and local residents.
