摘要：
An obsession with territorial integrity has undermined the singular importance of the politics of solidarity, preventing an appreciation of the ground realities in Kashmir. The government's current offer to hold unconditional talks with the militant leadership, while commendable, cannot succeed unless there is a recognition of the urgent need to begin the long process of gaining the confidence of the Kashmiris.
