摘要
The Rwanda Development Board has been responsible for the digitization of public institutions for the last 5 years, getting mixed responses from public servants. Users are not against digitization in itself but rather report that current tools are unwieldy. This research is about introducing a user centered model, based on analysis of user surveys in addition to machine generated data from the systems. We use algorithms to predict the effect of design modifications, leading to products which are more appealing to users.
