摘要
This paper deals with a very critical sector of the transport market and it is the rail sector. In recent decades, there is a significant decrease in modal split rail and especially in the freight sector. The problem becomes also the effectiveness and efficiency of the European rail system and the rail transport market openness. The authors of the paper discusses the Rail Liberalization Index (LIB). The authors define the method of determining the LIB Index.
