Comparison on Regional Human Capital Constraints and Development Trend in China

摘要
Based on the perspective of regional economics, this article studies the factors to constraint and obstacle regional human capital balanced development adopting the methods of combining both qualitative and quantitative analysis. The factors includes Governmental human capital investment ability is powerful in the East and weak in the West, Resident human capital investment ability is stronger in the city and town than in the country, extensiveness in human capital investment regions and relative concentration in its return regions, human capital drains from the central and western regions and agglomerates in the eastern regions and so on. Having been affected by this, regional human capital in China will have the following basic trends: the situation that human capital investment ability is powerful in the East and weak in the West will last for a long time, investment growth rate of human capital in western regions will be faster than that in eastern regions, the "polarization effect" of human capital will still be very clear, the gap between cities and countryside will be still wide, and the interregional disparities on human capital stock will have the characteristic of inverted "U"-shaped; human capital flows institutional barriers will reduce gradually, moreover, The impacts on supporting sustainable development of human capital quality spatial variation will become more and more significant.
