摘要
We have emergency resource location and allocation for emergencies and disasters.A reasonable and optimal emergency resource location and allocation is the assurance for emergency relief as well as reducing the storage and deployment costs. China's NingxiaHui Autonomous Region,Fujian and other areas has taken shape in the province,city,town three-layer relief materials storage network.In this paper,we analyse the establishment of regional-level,multi-disaster scenarios emergency resource location and allocation.A bi-level programmig model is proposed,and we gives an effecitve algorithm based on PSO.Cases study illustrates our model is very effective.
