The Business Sector Proactivity as An Economy Modernization Resource

Modern global processes require the implementation of modernization strategies by countries that belong to developing countries and transition economies. In this regard, the relevance of the search and implementation of the modernization strategy on qualitatively new grounds remains. Such a new strategy could be, for example, modernization based on the business sector proactivity. The revitalization of national entrepreneurship and its proactive focus can serve as a method of modernization. The success of such a strategy substantially depends on state policy. The article offers an analysis of the features of proactive strategies, as well as an analysis of the necessary public policy measures in the interest of increasing the business proactivity potential. The directions of adaptation of state regulation for the implementation of such measures are also considered. As an empirical illustration of the use of proactive strategies, the experience of the Rostov factory for agricultural machines ("Rostselmash") combine plant is analyzed. This company specializes in the manufacture of engineering products. The work examines the elements of proactivity that the company demonstrates in the markets of Russia and the world. In conclusion, the article proposes measures to improve public policy in the interests of developing business proactivity, including: attracting business to the development of government strategies; the introduction of proactivity in the legislative practice; limitation of tax, tariff and other exemptions from the economy; support for investments focused on innovation and promotion in foreign markets; removal of restrictions on access to advanced technologies.
