摘要
State-owned investment corporations often take on some policy-related investment projects inevitably. It is difficult for them to exempt the interfere from the government and keep the independence of operation and investment decision-making. However, they must gain their own interests in the marketing environment in order to achieve sustainable development and lead the private investment continuously.. On the other. hand, to achieve the objectives of government, the state-owned investment corporations have to invest into multi-industries, not only the infrastructure industry like power, hydro, port, highway, railway, but also some non-profit projects. Some investment projects are in building, others are in operation. Therefore, the project management is very complicated. The author proceeds from the practice of Hebei Construction Investment Corporation, analyze the status of project management, find the problems, summarize the experience and lesson of over one hundred projects in past ten years, bring forward the way of project management in state-owned investment corporation: focus on the property right, strengthen the strategy management, enhance internal control system, make use of new methods of project management like benchmarking, specialize and collectivize the corporation to achieve sustainable development.
