摘要：
Creating incentives for improvement is a key problem in the hierarchical arrangements in public service provision. An important component of the application of NPM to organizations is the replacement of bureaucratic authority with economic incentives through various market mechanisms. This has been regarded as "a transformation of the public sector" in the public management literature. More importantly, the reforms taken in public sector, such as developing government "remote control", decentralization, encouraging competition and privatization and establishing performance management, have shifted the traditional hierarchical governance to hybrid governance in New Public Management.
