摘要
The changeability of small project-based enterprises seems to fit the fast-changing age, but the "small is beautiful" ideal ignores the power of size and scope in the competition and development. For the small project-based enterprises, the role of projects is not just a tool of strategy execution, but a driver to new strategic directions. As small project-based enterprises are always in a chaotic state, a transformation strategy is needed to transfer the organization into a flexible state. In the transformation process, the strategic focus should be involved to improve the controllability of the chaotic organization and the strategic innovation should be involved to improve the changeability of the rigid organization. Meanwhile, the over-centralization and the over-decentralization should be avoided to make a good balance between changeability and controllability of the flexible organization.
