摘要
The article analyzes the conception and attributions of the Municipal Councils for the Rights of Children and Adolescents within the framework of the theory of integral protection of the Rights of Children and Adolescents as an integral part of the System of Guarantees of Rights in the general framework of Brazilian public policy systems.. Considering that the attributions of the Rights Councils result from a doctrinal construction resulting from political and juridical practices, the article has as general objective to describe the main attributions of the Rights Councils as deliberative and controlling organ of the policies of care of children and adolescents in the scope of the cities. As specific objectives, the analysis aims to describe the structure and conception of the Rights Councils and the attributions in the control and deliberation of public policies for the care of children and adolescents at the municipal level. The research question asks: what are the main attributions of the Municipal Councils for the Rights of Children and Adolescents recognized by Brazilian legal doctrine? The method of approach is deductive and the procedure method is the monographic, with bibliographic and documentary research techniques.
