摘要
Emergency disposal of urban natural disasters is a process which mobilizes the public resources to deal with disasters. It requires the participation of the social multiple main. And the NGO community as a special entity can make full use of its own advantage to gather a variety of public resources effectively. Public crisis management requires not only enforcement mechanism, but also need the self-governing mechanism. In addition, vast social harmfulness of urban natural disasters makes the responses to disasters have publicity and charity. Also, emergency disposal of urban natural disasters has a strong externality. Therefore, the effect of NGO's participation in the process of urban natural disasters can not be ignored and has been proved by practice. In this paper, through taking Wenchuan earthquake as an illustration, ways of NGO's participation in urban natural disasters are analyzed and the shortcomings are indicated. It aims to strengthen the capability of emergency disposal in our country and promote the process of harmonious society.
