The study to the relevant issues of asset appraisal to mortgage loan of road toll rights project

With high speed development of road construction in China, the problem of lack of funds in road project also comes into being at the same time. Therefore, bank loan becomes main method in project financing, and mortgage of road toll rights becomes main way in the realization of financial guarantee. If road toll rights could be hypothecated, the computation of the hypothecated amount which effects loan amount and the loan distribution turns very important. In this paper, the features of road toll rights, the methods of asset appraisal and the associated policies and rules are introduced. We study the feasibility of mortgage of the road toll rights in China, asset appraisal modeling of road toll rights and the other relevant issues.
