摘要：
Because of the long-time span, wide scope of specialty, BOT contains many risks during its construction and operation process such as the uncertain risk, political risk, completion risk, financial risk, operational risk and environmental risk. So, we should develop the enthusiasm of both the host country government and the company or investor, take effective measures to decrease the risks and make full use of its advantages.
