Methodological Approaches to Evaluating Intellectual Capital of a Knowledge-Based Economy

The knowledge-based economy is an economy that is directly based on the production, distribution and use of knowledge and information. Thus, the intellectual potential and its effectiveness are the main drivers of the development of a new type of economy. The development of methodological approaches to determination the quantitative and qualitative parameters of the intellectual support of a knowledge-based economy involves clarifying the principles and criteria for selecting indicators that characterize the existence of necessary and sufficient conditions for the development of intellectual potential and intellectual capital that contribute to the formation of a knowledge-intensive economy. In the literature, there are many methodological approaches to identifying the quantitative and qualitative characteristics of intellectual potential that can ensure the ongoing development of a knowledge-based economy. Most experts clarify and supplement them depending on the level of the economic hierarchy (macro, meso, micro levels), the level of development of national economies, the favorable socio-economic context, the agglomeration of economic activity, the availability of technological infrastructure, etc. The tools for measuring intellectual potential and intellectual capital are presented in this paper.
