摘要：
The elements are presented of the theory of applying two classes of transforms (time-frequency and time-scale transforms) on which an analysis of nonstationary signals in information measurement systems is based. The interrelationship of these forms of transforms is indicated together with a method for creating the transforms from some of their assigned properties.
