Market-based frequency regulation: Can it be done, why and how?

This paper provides an assessment of changes and developments needed to ensure efficient frequency regulation of the US electric power interconnection. Analysis is put in the context of new industry standards for frequency regulation as well as the overall industry restructuring. Specific approaches under development in our group are described as a possible means of ensuring that the new industry standards are met and that the markets for frequency regulation evolve in a meaningful way.
