This article is a proposal for the application of the R & D & I management model and technology transfer for the defense sector of Ecuador, from the document Macro Model of Technology Transfer for Ecuador, developed by the National Planning and Development (Senplades) in 2013, and published in 2014. In the first part, it is defined on the basis of Triple Helix models (Government, Universities and Industry); the Sabato Triangle (Government, Technology Centers and Industry); and the Sectorial Innovation System -after analysis of the national and regional system - given the national innovation capacities. Once the potential of the national, regional and sectorial innovation systems and the use of specialized local resources and the military industry were determined, the management model was developed. In the second section, after analyzing the models proposed by the Senplades (2014), an effort was made to adapt them to the needs of the military sector. The relationships and characteristics of the innovation process are described, both of them were inputs that allowed the formulation of a R + D + i management system, to generate three proposals aimed at technology transfer for the National Defense sector of Ecuador. In the latter, on Technology Transfer, the models developed by the Senplades in the year 2013 were oriented on the characteristics, resources, potentialities, objectives and peculiarities of the military field from three perspectives: 1) Model based on the public purchasing process; 2) Model based on investment companies; and 3) Model based on the process of the needs of the Defense sector. Finally, from this study it has been concluded that the use of the existing capabilities University of the Armed Forces, Military Industry, Military Research Centers, Specialized Military Maintenance Centers, among others, will: reduce the economic weight generated by defense against the State; reduce the technological GAP in the regional military field; and, generate military technology in the short and medium term, in order to strengthen the current security and defense conditions, against present and future threats.
