摘要
Resource-dependent cities grow with natural resource exploitation and their resource-based industries possess a large share in industry system. Governments and scholars at home and abroad have been paying much attention to resources-exhausting cities transition by using economic theories for a long time. However, they have failed in giving due consideration with strategic theories to cities whose resource industry is mature but urgent to develop competitive advantage. From the competitiveness theory based on resource and competence view, this paper analyzes the relationship among economic transition resources, dynamic competence, external environment and competitive advantage, construct a concept model of resource-dependent cities transition based on competitive advantage. Panzhihua city is a typical representative, so the paper further makes an empirical case study on this city by using the transitional strategy framework.
