摘要：
The Mexican National Water Commission was created in 1989 to develop the hydraulic infrastructure and promote efficient water use. This paper shows how its institutional capacity is being restructured and developed to address problems of water quality and availability. The new National Waters Law of 1992 sets out the basic principles. Use of national waters is by concession, and water use is being registered, encouraged by measures embodied in the Federal Fiscal Law.
