MODELS OF SOCIAL AND ECONOMIC DEVELOPMENT MONITORING IN MUNICIPALITIES USING GEOINFORMATION PLATFORM OF PUBLIC ADMINISTRATION

The paper describes an attempt to enhance the efficiency of information and analysis support of managerial decision making related to the matters of regional social and economic development, as demonstrated on municipalities as basic units of the public administration system. The paper offers a structural and functional model of monitoring based on formal presentation of the information processing lifecycle, implemented in the context of the IDEFO methodology. The authors have developed a colored timed Petri net as a dynamic interpretation of the functional model, and provided methodological justification of the requirements identification tool for efficient information and analysis support system in public administration, based on cross examination and exhaustive search of the procedure and support parts of the monitoring system, represented as stages or elements. The authors identify the areas for development of the proposed models based on the geoinformation platform. The paper shows that utilization of geoinformation technology offers the most favorable solution when choosing a tool for development of the monitoring system, as it makes it possible to work both with attributive and spatial information when implementing the inventory and control, analysis and forecasting, and presentation functions of decision support systems. The paper offers customary mapping techniques for visualization of monitoring results, where specific attention is paid to cartograms. Findings of the study were tested in municipalities of Tomsk region, the Russian Federation. Based on the results, the authors have presented recommendations for regional and local public authorities of Russia in terms of methodological and technical organization of the system for social and economic development monitoring in municipalities.
