Approaches to monitor and enhance organizational safety processes performance

Safety performance indicators are nowadays widely collected and used in nuclear power plants and other nuclear installations. The IAEA strongly promotes the development of operational performance indicators. Some of the listed indicators address also organizational and safety culture aspects. Nevertheless, nuclear installations are often confronted with the difficulty of giving a meaning to the collected numbers, especially those that should reflect a positive safety culture. The present work analyses some approaches to safety performance indicators. Then, it proposes an approach to safety culture indicators development based on personnel involvement in the definition of activities important to safety processes deployment. In this way, key personnel is directly involved in identifying and supplying leading indicators related to their own daily activity and is responsible and accountable for keeping the measurement matrix alive.
