Framework research on sustainable capacity of large-scale public project

摘要
in the symbiotic system of city/region, large-scale public project (LPP) is the supporting components through which the activities of society and economy could be carried. The construction of large-scale public project imposes far-reaching influence on environment and resources, society, economy etc. Under sustainable development stratagem, it must meet with the demand of sustainable development. Sustainable development problems have been studied on three levels: macro-level, meso-level and micro-level, but there is not much such research on construction project at home and abroad. In China, the research on this subject has just been focused. There are many practical problems with construction of LPP in China. We can draw a conclusion that the final owner of LPP is the governor whatever financing or business approach is taken. Large-scale public project has five attributes that are not the same as common projects. To study of the issue need to upgrade the level to treat with problem of engineering, that is, from realistic thinking to philosophy thinking of sustainable development and harmony with environment. New connotation and objectives level were pointed out based on the macro effects of it. And the conception of sustainable capacity (SC) of large-scale public project is defined as a capacity that makes the project upgrade and adjust itself with the demand of user. Furthermore the capacity is divided into contributive capacity (CC) and development capacity (DC). Following that, sustainable capacity indicator system (SCIS) is built which includes contributive capacity indicator (CCI) and development capacity indicators (130). In the life cycle of the project, any phase could influence its sustainable capacity. It must be ensured from planning, design, and construction to facility management.
