摘要
Construction projects are the guarantee of city sustainable development. Compared with public building's energy conservation and sustainability, public project's sociality is stronger. In order to definite and measure public project sustainable development, the conception of sustainable capacity is put forward and its indicator system framework is established. Each capacity model blocks of sustainable capacity corresponding to any phase of project life cycle, can provide scientific module for different behavior subject, different project. The realization of project sustainable capacity relies on the feedback mechanism of system.
