The Sanction Against Russia by the Magnitsky Act and Japan

This research examines Japan's human rights diplomacy by taking a close look at the attitude of Japan towards the Magnitsky Act passed in the United States, and following the international support for it against Russia. In contrast to this, Japan has maintained a low profile attitude towards human rights issues in Russia. This study employs an empirical approach by conducting interviews of officials in the Japanese government and experts in the human rights advocacy fields in Japan, and examining mainly Japan's Diplomatic Bluebooks of Ministry of Foreign Affairs, and discusses factors of Japan's attitude and their implications.
