摘要
Public attitude to corruption and public input in corruption combating are the indicators of a state's genuine willingness to exterminate corruption. When judging the public attitude to corruption as well as public input in corruption combating, one should appraise such principles and values ruling in a society which are connected with a particular level of culture, traditions, ethical behavioural norms and a level of education of a society. Society is playing an important role in corruption combating concerning the area of public procurement as well. Society is directly the one which hears and seas the real situation behind the scenes and society members are the intermediaries in corruption cases. In such situations, a society has the significant role of informer in order to provide information about potential corruption risks as well as tire actual or apparent conflict of interests in connection with public procurement. A question still remains why the society of Latvia is so passive in corruption combating concerning public procurement and what such inactivity is connected with.
