Proposal for an urban water indicators framework for Mexico City, 2005-2018

摘要
One of the obstacles in the implementation of integrated urban water management IUWM is the absence or non-implementation of a tool that helps to set goals and evaluate the progress made in water management policies. The use of indicators to track changes occurred is widely diffused, however, until now, they are developed mainly to large scales, omitting meets the characteristics and current specific problems at the local level. Therefore, the objective of the present work was to develop a framework of indicators to be used as a tool of (IUWM) in the Mexico City case study in the period 2005-2018. The conceptual and methodological framework adopted is based on the both principles of IUWM and the causality approach Pressure State Response. The formulation of the framework was carried out in five stages. As a result, a set of twelve indicators divided into four subgroups is presented: 1) operational efficiency to meet the needs of the service related to drinking water and sanitation; 2) the level of pressure over the water resources that affect the availability and quality of water; 3) the environmental status of water, and 4) the society's response to reduce the pressures and improve the quality and quantity of available water. For each proposed indicator, their basic attributes were delimited and in nine of them, were calculated, demonstrating viability as a public policy evaluation tool in IUWM in the monitoring stage.
