摘要
Despite the economic and functional importance of software systems in modern organizations, software development and maintenance are still regarded as high-risk activities. Indeed, a great number of software projects fail to deliver software systems meeting stakeholders requirements within schedule and budget. So, software industry is in crisis, called the "software crisis", which have two main ramifications: economic and social. This paper provides a framework, called the "software engineering global model" composed of two parts - static and dynamic - which provides basic foundations to build instruments eliminating the "software crisis" causes and reducing its impacts.
